Minutes
The meeting was called to order at 7:00 p.m. by Chairman Dale Donovan. Selectmen in attendance included Michael May, Ira Wood, Helen Miranda Wilson and Jerry Houk. Town Administrator Tim Smith also attended.
Open Session:
· Arlene Kirsch addressed the Board regarding the shellfishermen affected by red tide and in dire financial straits suggesting that the Board consider issuing them free beach and transfer station stickers and tax abatements/deferral to help them get past the crisis. Discussion included determination of those in “dire” need, the possibility of federal and state monies becoming available and fund raising opportunities. Ms. Kirsch will contact COA Director Jacqui Wildes-Beebe to see if she can play a role in helping people to organize.
· Wilson announced the Water Quality Forum discussion scheduled for Friday, June 24th from 10 a.m. to noon at the Sandwich Water District.
· The Town Administrator indicated that the President of Whitewater will make a presentation to the Board on July 5th at the Senior Center at 7 p.m. to look at alternatives for financing and developing the water system into the future and to discuss a private/public partnership. There was consensus to allow this presentation to be advertised as sponsored by the Board of Water Commissioners.
The Board discussed working more effectively with Town committees. Discussion included meeting minutes, making information available to new committee members and suggestions for how some committees might operate. The Board reviewed the charges to the various boards and committees. Donovan moved that the Local Comprehensive Planning Committee consist of two members of the Planning Board, one member of the Conservation Commission, one member of the NRAB, one member of the Open Space Committee and one member of the Housing Authority. Wilson suggested that the Committee consist of five at-large members. Donovan withdrew his motion. On a motion by Wilson, seconded by Wood, the Board voted unanimously that effective 7/1/05, the Local Comprehensive Planning Committee consist of five at-large
members. The Board discussed the Board of Water Commissioners; there was consensus to wait for more candidates before making appointments. Wilson will inform reporters that the Board is looking for more applicants. There was consensus that when there are more applicants than vacancies for a committee, the Board will interview all applicants.
Board of Selectmen reappointments as follows:
· Board of Assessors – on a motion by Houk, seconded by May, the Board voted unanimously to reappoint John Duane to the Board of Assessors for a three year term.
· Beach Study Committee – on a motion by Wood, seconded by Houk, the Board voted unanimously to reappoint Barbara Atwood and Evelyn Van Hoeven to the Beach Study Committee for one year terms.

· Building and Needs Assessment Committee – on a motion by May, seconded by Wood, the Board voted unanimously to reappoint Thomas Flynn and David Rego to the Building and Needs Assessment Committee for three year terms.
· Coastal and Pond Access Committee – on a motion by Houk, seconded by Wood, the Board voted unanimously to reappoint James Falcone, Thomas Flynn, Thomas Peters and Clarence Smith to the Coastal and Pond Access Committee for one year terms.
· Conservation Commission – on a motion by Houk, seconded by Wilson, the Board voted unanimously to reappoint Virginia Page to the Conservation Commission for a three year term.
· Board of Health – on a motion by Houk, seconded by Wilson, the Board voted unanimously to reappoint Kenneth G. Granlund, Jr. and Anne White to the Board of Health for three year terms.
· Historical Commission – on a motion by Wood, seconded by Houk, the Board voted unanimously to reappoint Cynthia Cocivera, Eugene Cormier and Clarence Smith to the Historical Commission for three year terms.
· Local Comprehensive Plan Coordinating Committee – Donovan suggested that the Board consider abolishing this committee and developing a new committee once the Local Comprehensive Planning Committee makes its recommendations. On a motion by Wilson, seconded by Wood, the Board voted unanimously to abolish the Local Comprehensive Plan Coordinating Committee.
· Local Housing Partnership – on a motion by Wilson, seconded by Houk, the Board voted unanimously to reappoint Sandra Junier, Barbara Knapp and Judy P. Taylor to the Local Housing Partnership for one year terms.
· Marina Advisory Committee – on a motion by Houk, seconded by Wood, the Board voted unanimously to reappoint Frederick (Flip) Felix, Joel Fox, Robert J. Gross, Richard Merrill, Robert L. Paine and Jon Porteus to the Marina Advisory Committee for two year terms and to appoint Robert J. Gross as a regular member from an alternate member.
· NRAB – on a motion duly made and seconded, the Board voted unanimously to reappoint Douglas Franklin and John Riehl to the NRAB for three year terms.
· Open Space Committee – on a motion by Houk, seconded by Wilson, the Board voted unanimously to reappoint Janet Doherty, Cynthia Hope, Robert Hubby, Janis Plaue and John Portnoy to the Open Space Committee for one year terms.
· Planning Board – Wood moved and May seconded a motion to reappoint Gerald Parent to the Planning Board for a five year term. Wilson indicated that she wished to know if Mr. Parent is waiting for one year before acting as a realtor relative to matters that he acts upon as a member of the Planning Board. Planning Board Chair Denny O’Connell indicated that Mr. Parent has acted appropriately and has recused himself when he is aware of a conflict of interest; he noted Mr. Parent’s value to the Board because of his knowledge of the history of the Town. There was consensus to postpone this reappointment to the Board’s June 28 meeting
and for Wilson to call Mr. Parent to discuss this matter.
· Recreation Committee – on a motion by Houk, seconded by Wood, the Board voted unanimously to reappoint Victoria Pecoraro and Kevin Scalley to the Recreation Committee for three year terms.

· Shellfish Advisory Committee – on a motion by Houk, seconded by Wood, the Board voted unanimously to reappoint Barbara Austin, Andrew Cummings, Joel Fox and James O’Connell to the Shellfish Advisory Committee for one year terms.
· Water Issues Advisory Committee – on a motion by Wilson, seconded by Houk, the Board voted unanimously to reappoint Thomas Flynn, Ben Gitlow and Robert Hubby to the Water Issues Advisory Committee for one year terms.
· Zoning Board of Appeals – on a motion by Wood, seconded by May, the Board voted unanimously to reappoint William Nicholson to the Zoning Board of Appeals for a three year term.
· Marina Advisory Committee – on a motion by Wood, seconded by Houk, the Board voted unanimously to appoint Joseph Aberdale as a regular member from an alternate member of the Marina Advisory Committee.
On a motion by Houk, seconded by Wilson, the Board voted unanimously to send letters of appreciation to those not seeking reappointment. On a motion by Houk, seconded by Wilson, the Board voted unanimously to adjourn at 9:00 p.m.
